From this initial meeting, the committee released objectives to further define “meaningful use”.   Among the objectives are the following requirements:&lt;br /&gt;&lt;br /&gt;•    Use CPOE for all order types including medications&lt;br /&gt;•    Generate and transmit permissible prescriptions electronically&lt;br /&gt;•    Provide patients with an electronic copy or electronic access to clinical information such as lab results, problem lists, medication lists and allergies&lt;br /&gt;•    Exchange key clinical information among providers of care&lt;br /&gt;•    Submit electronic data to immunization registries where required and accepted&lt;br /&gt;•    Provide electronic submissions of reportable lab results to public health agencies&lt;br /&gt;•    Provide electronic surveillance data to public health agencies according to applicable law and practice&lt;br /&gt;&lt;br /&gt;A common thread of future interconnectivity in the health care industry is woven into each objective.  In the current system, technology is built around “silos of information” where each silo is unable to communicate to another. &lt;br /&gt;&lt;br /&gt;Providers, hospitals, medical centers suffer financially because of the time and money that is wasted due to inefficiencies in such a fractured system.   As patients, we have accepted the consequential inconveniences such as receiving prescriptions by paper, picking up or faxing medical records to new doctors, and receiving unplanned invoices after a visit. &lt;br /&gt;&lt;br /&gt;In order for the health care industry to move forward successfully, it must do so as a whole unit rather than individual silos.  If all the silos are interconnected, it will greatly increase the efficiency at which health care transactions are processed and will reduce unnecessary expenditures – improvements that will benefit health care providers and patients. As the industry moves toward higher deductible plans, providers need to start implementing new technology to ensure the patient or payor makes payment. &lt;br /&gt;&lt;br /&gt;To accomplish this, the healthcare industry must move toward a retail-based solution where payment is collected at the point of service.   Providers and patients can no longer wait to receive information.  Doctors need to know a patient’s benefits as quickly as possible with the least amount of effort.&lt;br /&gt;&lt;br /&gt;The responsibility of verifying a patient’s benefits falls into the hands of the front desk staff. In the current system, less than 30 percent of offices check eligibility because of the high cost of staff time.&lt;br /&gt;&lt;br /&gt;If a doctor’s office does not verify eligibility, it may submit a claim to an insurance company for reimbursement, only to have it denied because of incorrect information or the patient has not met his/her deductible. The office must now use valuable resources to track down the correct information to collect payment. &lt;br /&gt;&lt;br /&gt;Verifying eligibility before an appointment is not an effective solution either.  First, in the current method of batching, a staff member is still required to correct errors and to contact patients to correct them. For returning users, our system automatically matches the patient’s information. Clearwave’s usability target was that 70% of patients would be able to successfully use the kiosk application. To Clearwave’s surprise, that number is actually more than 90%, and due to “Returning User” functionality and patients becoming more comfortable with the system after each visit, the success rate continues to grow.&lt;br /&gt;&lt;br /&gt;To add to this success rate in the future, insurance companies are introducing into the market track 3 magnetic stripe cards that contain the necessary information to create an eligibility check. These cards are compatible with Clearwave’s kiosk application.&lt;br /&gt;&lt;br /&gt;Because a large percentage of patients can successfully use the Clearwave kiosk, there has been a dramatic improvement in patient flow, as well as huge time savings for the office staff. Offices that had 3 resources checking in patients are now down to 1 resource, allowing 2 resources to be reassigned. The wait time and patient flow issues at the front desk have been totally eliminated, because the office staff now controls the patient flow. The office staff loves the fact that fewer patients are in line at the front desk, and doctors are now more focused on the bottom line; therefore, doctors don’t mind a short term process change for the patient that has a huge long term financial impact.&lt;br /&gt;&lt;br /&gt;Everyday each of us experiences more and more self-service devices such as ATMs, pay at the pump gas, airport kiosk check-ins, and self check-out at the grocery store. The first time we used these devices they were intimidating; however, we quickly adapted to them, and now we are expecting to see new and better functionality.
